A refund of the Initial Registration Fee may be granted to the owner of a motor vehicle who, within 3 months of paying the fee, sells, transfers or otherwise disposes of a motor vehicle registered in their name and surrenders the license plate of the disposed vehicle.

The Bill of Sale form HSMV 82050 includes sections for both the gift-giver/seller and gift recipient/purchaser. It also features spaces for the vehicle's details such as make/model, Certificate of Title (which proves that the gift-giver is the actual owner of the car being gifted) and more.

To qualify for a refund of the registration fee the license plate and general decal must be surrendered along with a copy of the currently issued Real Property decal and registration.

Failure to surrender a valid license plate when your insurance is cancelled or expires will result in suspension of your driver license. When you dispose of a plate by turning it into a tax collector's office you will receive a receipt showing that the plate was surrendered.

Customers may request a refund using form HSMV 73644 for driver license refunds and form HSMV 83363 for license plate and decal refunds; however, an application is not required for every refund the Department processes.
