If a bill from any congress does not become law during the congress in which it is introduced, it is considered “dead.” For a “dead” bill to be enacted in a new Congress, it would have to be reintroduced with a new number and begin anew its journey through the legislative process.

Senator Shannon Grove's (R-Bakersfield) Senate Bill 1414 (SB 1414) passed out of the Assembly Public Safety Committee. SB 1414 addresses the lucrative crime of sex trafficking and aims to increase penalties for those who purchase children for sex.

If a bill is reported without amendments, it is read the second time, and then sent to the Engrossing and Enrolling office, where the printed bill is compared with the original bill and, after comparison (called engrossing), the bill is returned to the Assembly or Senate third reading file.
