When establishing partnerships, Head Start grantees must determine whether the partner functions as a contractor or subrecipient. Subrecipients are subject to monitoring against the compliance requirements of the federal program. Contractors are not.

Essentially, a contract is a legally binding document in which the parties make promises to deliver a product or service in exchange for consideration (usually money.) A grant on the other hand is when one party grants funds to another party to do something, in reasonable hopes that the task can be accomplished.

Generally, contracts are appropriate when the grantee needs a specific set of goods or services to accomplish the goals and objectives of the grant. Generally, subgrants are appropriate when the grantee requires ongoing support to accomplish the goals and objectives of the grant.

Subcontracting is the practice of assigning, or outsourcing, part of the obligations and tasks under a contract to another party known as a subcontractor. Subcontracting is especially prevalent in areas where complex projects are the norm, such as construction and information technology.

Subaward means an award provided by a pass-through entity to a subrecipient for the subrecipient to carry out part of a Federal award received by the pass-through entity.

Subawards enable the primary recipient to share the grant's objectives and financial resources with another organization. This arrangement often occurs when the subrecipient has the capability to carry out part of the project's goals but requires funding and oversight from the primary recipient.

A subaward is written under the authority of the USC prime award and is consistent with the USC prime award's terms and conditions (a grant, contract or cooperative agreement).
