ICAPCD Rule 800 General Requirements for Control of Fine Particulate Matter (PM10), requires actions to prevent, reduce, or mitigate PM10 emissions from anthropogenic (man- made) Fugitive Dust (PM10) sources generated within Imperial County.

The term “existing source” means any stationary source other than a new source. a technological system for continuous reduction of the pollution generated by a source before such pollution is emitted into the ambient air, including precombustion cleaning or treatment of fuels.

The purpose of this Dust Control Plan is to identify steps that will be taken to reduce particulate matter, lead, and cadmium emissions during demolition, excavation, consolidation, and closure activities. It provides specific information about the generation and control of dust emissions during these activities.

The first federal legislation to pertain to "controlling" air pollution was the Clean Air Act of 1963. The 1963 act accomplished this by establishing a federal program within the U.S. Public Health Service and authorizing research into techniques for monitoring and controlling air pollution.

Rule 310. Rule 310 was originally adopted in cooperation with the County, cities, industry and the Building Industry Association. The Rule requires new or expanding construction to pay a one-time fee for residential or commercial projects.
