Charitable gambling may only be conducted by a licensed nonprofit organization. A fraternal, veterans, religious, or other nonprofit organization may apply for licensing if it has been in existence for at least three years and has at least 15 active members.

Any registered nonprofit organization may choose to do multiple small raffles, not to exceed $1,500 in prizes per calendar year, without a Gambling Control Board-issued permit.

Other than that, the state restricts gambling to charitable games such as pull tabs, bingo, and raffles; the official Minnesota Lottery; pari-mutuel betting on horse races; games of skill (such as darts or billiards); and "private, social bets."

A person under 18 may play paper bingo ONLY if accompanied by a parent or guardian and if the event is exempt or excluded from licensing, or part of an annual event.
