You don't need to be clergy to officiate a wedding in Virginia. Any resident who wishes to perform a wedding needs to go to the Circuit Court Clerk's Office of the county in which the wedding will take place and fill out some paperwork that grants you one-time permission to perform the wedding.

Anyone who is a Virginia resident can get a one time authorization from the court to be an officiant. They have to put up a $500 bond but once your completed marriage license is returned the bond is returned.
