Candidates, who are successful on the bar exam and the Multistate Professional Responsibility Examination or on motion from a reciprocal US jurisdiction, are then certified by the Board to the Appellate Division to conduct the Character and Fitness Review.

A bar examiner is someone who is chosen by the state to give a test to people who want to become lawyers. The test is called the bar exam. The bar examiner makes the test, gives it to the people taking it, and grades it to see if they pass.
