If you have been fully admitted to the practice of law in any U.S. or foreign jurisdiction, you are qualified to take the California Bar Examination without additional legal education.

While lawyers must pass their state bar exam in order to be admitted to their state bar and practice law, passing the bar is not necessarily a requirement for legal consultants (depending on the rules and regulations for your jurisdiction).

You must: Have an active license and be in good standing to practice law in a foreign country for at least four of the last six years; Have practiced the law of the country in which you are admitted; Register as a foreign attorney applicant with the State Bar's Office of Admissions in the Applicant Portal; and.

A foreign legal consultant provides expertise on the legal systems of other countries. They assist clients in navigating international legal issues, ensuring compliance with foreign laws. This includes advising on cross-border transactions, contracts, and regulatory frameworks.

Once the State Bar issues the attorney a certificate of registration as FLC, they are authorized to provide legal advice regarding the laws of the jurisdiction in which they are licensed and identified in the FLC application.
