Bar exams are administered by states or territories, usually by agencies under the authority of state supreme courts. Almost all states use some examination components created by the National Conference of Bar Examiners (NCBE).

Who governs the State Bar? Governors – four by California's governor, one by the state Senate Committee on Rules and one by the Speaker of the Assembly. The 23rd member of the Board of Governors is the State Bar president, who is elected by the other board members to serve a fourth year as the bar's chief officer.

Getting started. Law students are encouraged to submit a moral character application no later than the beginning of their last year of law study. The review process may take six months or longer to complete.

Yes, the California bar exam is widely considered to be the most difficult of all state bar exams in the US. The California bar exam has a pass rate of 34%.

Candidates, who are successful on the bar exam and the Multistate Professional Responsibility Examination or on motion from a reciprocal US jurisdiction, are then certified by the Board to the Appellate Division to conduct the Character and Fitness Review.
