The general rule is a lawyer can only practice law in a state court when they have been admitted to the bar of that state. An exception would be when the attorney is admitted on a pro hac vice basis, where the out-of-state lawyer can practice with an in-state attorney acting as local counsel.

Section 470 of the Judiciary Law reads as follows: “A person, regularly admitted to practice as an attorney and counselor, in the courts of record of this state, whose office for the transaction of law business is within the state, may practice as such attorney or counselor, although he resides in an adjoining state.” ...
