Are foreign law degrees recognized in the United States? Yes. Many states recognize foreign law degrees. However, these degrees are subject to review by state bar regulators.

Many states in the U.S. allow foreign-trained attorneys with (or without) a U.S. LL. M. degree to sit for the bar exam combined with other requirements. These states include Texas, District of Columbia, Illinois, Maryland, Massachusetts, North Carolina, Ohio, Pennsylvania, Tennessee and Washington.

California Reciprocity California doesn't offer reciprocity but offers a shorter bar exam for attorneys who are admitted in other states and who have been in good standing as an attorney in those states for at least four years prior to their application.

Some states have reciprocity agreements with other states, which allow attorneys who are licensed in those states to be admitted to the bar without having to take the exam or complete additional CLE requirements. This is often contingent on the lawyer having practiced law for a minimum amount of time.

Degree in itself does not guarantee eligibility to take the bar exam. Most states do require a J.D. degree for a US law school in order to sit for the bar exam. There are some states which do allow foreign law graduates to sit for the bar exam, including New York, California, New Hampshire, Alabama, and Virginia.

Since the Ohio Supreme Court requires demonstrated possession of six (6) years of post-secondary study plus completion of 30 credits in U.S. law, the earliest a spring graduate of the Moritz LL. M. program could potentially sit for the bar exam is in February following a May graduation.

Some states allow foreign lawyers to apply for bar admission based on years of law practice and/or a qualifying foreign law degree (typically involving legal education in English common law). However, most states require foreign lawyers to obtain an LL. M. degree (or equivalent) from an ABA-accredited law school.
