California was one of the first states to unify its bar (1927). A unified, or integrated bar, means simply that membership is mandatory for all attorneys who are licensed to practice law in the state.

(a) Every court, every judge, or clerk of any court, every justice, and every notary public, and every officer or person authorized to take testimony in any action or proceeding, or to decide upon evidence, has the power to administer oaths or affirmations.

You cannot practice law anywhere in the United States if you are not a licensed attorney. You cannot be licensed to practice law in the state of California without passing a bar examination.

Pennsylvania uses the Uniform Bar Exam (UBE) and requires a passing score of 270 out of a total of 400 points. Some UBE jurisdictions require applicants to complete a separate state law-specific component, usually in the form of a separate exam or course.
