Nonresidents (including students) who are temporarily residing in Washington must pay retail sales tax when purchasing a vehicle. The financing company owns the vehicle until you have completed the terms of the contract that you signed. Follow the instructions for completing form 6781 for the loss year to make this election. Another form I have to fill out is the Vehicle Title Application, in which the registered owner needs to be declared, along with their US address.
