In the beginning, Chinese miners worked for themselves or labored for other miners. Due to an increase in Chinese immigrants, anti-immigrant feeling permeated mining camps and in 1850, the California legislature passed a Foreign Miners License Law, which charged all non-U.S. citizens $20 per month.

The California Gold Rush in 1849, coupled with recruitment efforts to build the Central Pacific Railroad in 1865, encouraged more Chinese “sojourners” to emigrate to the west coast of the United States with plans to return to China with increased wealth.

In 1882 President Chester A. Arthur signed the Chinese Exclusion Act which prohibited Chinese workers from coming to America and denying citizenship to those Chinese nationals already living and working here. This act suppressed the Chinese population in America for decades; Oakland's Chinatown was no exception.

Oakland, California, is a microcosm of Black life in America. African Americans arrived here en masse between 1940 and 1970, fleeing Jim Crow laws in the South during the Second Great Migration.

But when they arrived in the gold fields, they were greeted by racial discrimination. Despite hostility and discrimination, Chinese continued to immigrate to California to avail themselves of whatever opportunities awaited them here.
