In the wake of the war, the Congress submitted, and the States ratified, the Thirteenth. Among them was the Fourteenth Amendment, which prohibits the states from depriving "any person of life, liberty, or property, without due process of law.§1 of the Civil Rights Act of 1866 3 and then in the first sentence. The Due Process Clause provides that no states shall deprive any "person" of "life, liberty or property" without due process of law. The 14th Amendment redefined American citizenship and fundamentally altered the relationship between the states and the Federal government.
