The authority to amend the Constitution of the United States is derived from Article V of the Constitution. Article V of the United States Constitution outlines basic procedures for constitutional amendment.Article V: The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution. More than 11,000 amendments to the Constitution of the United States have been proposed, but only 27 have been ratified. Amendment Sixteen to the Constitution was ratified on February 3, 1913. Amendment One to the Constitution was ratified on December 15, 1791. SECTION. 7. 1 All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amend-. Therefore, it is very difficult to amend the Constitution. The local Fulton County amendment here involved can not be given effect as being of itself a new Constitution of the State of Georgia.
