The Twenty-Third Amendment.The First Amendment provides that Congress make no law respecting an establishment of religion or prohibiting its free exercise. The Secretary of State submits the proposed amendment (and votes taken) for publication in two newspapers in every county. The Petition Clause protects the right to petition all branches and agencies of government for action. All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills. The Fourteenth Amendment (Amendment XIV) to the United States Constitution was adopted on July 9, 1868, as one of the Reconstruction Amendments. The constitutional amendment was introduced as House Joint Resolution 3 on January 6, 2022.
