The text of Article VII declares that the Constitution shall become the official law of the ratifying states when nine states ratified the document. When New Hampshire became the ninth state to ratify on June 21, 1788, the Constitution became good law.

Among them was the Fourteenth Amendment, which prohibits the states from depriving “any person of life, liberty, or property, without due process of law.” When it was adopted, the Clause was understood to mean that the government could deprive a person of rights only ing to law applied by a court.

A major provision of the 14th Amendment was to grant citizenship to “All persons born or naturalized in the United States,” thereby granting citizenship to formerly enslaved people.

All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.

No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

The debt limit has been suspended since the enactment of the bipartisan 2023 Fiscal Responsibility Act, allowing the federal government to borrow as needed. But under that law, the suspension expires at the start of 2025, and the new limit will be set at the level of debt outstanding on that day.

In the interim, two other states, Alabama on July 13 and Georgia on July 21, 1868, had added their ratifications. The Amendment was rejected (and not subsequently ratified) by Kentucky on January 8, 1867. Maryland and California ratified this Amendment in 1959.
