Give the Silver Shroud script to Kent. Give the Silver submachine gun prop to Kent. Listen to the Silver Shroud Radio Station in Goodneighbor. Find, kill, and leave a Silver Shroud calling card as the Silver Shroud on the three murderers Connolly describes.

Make sure you equip silver shroud hat and coat and equip the silver machine gun. Turn on silver shroud radio and leave it on for the quest duration. Then walk to ally between hotel and memory den to find a crouching man kill him and it should work. I had the same problem.

The easiest way to start the Silver Shroud quest is to go to Goodneighbor then head to the Memory Den, walk in, turn left, turn right, first red door on the right! Once inside you will need to speak to Kent Connolly, he will guide you to the quest. The quest starts at Hubris Comics! I believe you can start the quest.

With the Silver Shroud missions you have to toss a calling card onto the character's body after you kill them to register as complete.To complete the look, he asks the player character to find the Silver Shroud costume at the TV production studio in the Hubris Comics building. The best path to make sure that Kent lives while subduing all the enemies is to role play as the Shroud through all conversational options.
