Hey found the solution on the Steam forum. Enable the option Dialogue Camera'' under Options- Display. Worked for me. Finally I can make some progress.

Like most other bugs/glitches, quicksave and restart game. If that doesn't work just load an earlier save. Like they say, save early and often.

There aren't any more Silver Shroud missions after you finish the quest, regardless of whether Kent lives or dies. The only difference is that if Kent survives he'll upgrade the Silver Shroud Costume into Silver Shroud Armor, and provide three leveled incremental upgrades to the armor.

Make sure you equip silver shroud hat and coat and equip the silver machine gun. Turn on silver shroud radio and leave it on for the quest duration. Then walk to ally between hotel and memory den to find a crouching man kill him and it should work. I had the same problem.

The easiest way to start the Silver Shroud quest is to go to Goodneighbor then head to the Memory Den, walk in, turn left, turn right, first red door on the right! Once inside you will need to speak to Kent Connolly, he will guide you to the quest. The quest starts at Hubris Comics! I believe you can start the quest.

After you kill Northy, or more accurately, he seems to kill himself, you're supposed to check the body for clues. With the Silver Shroud missions you have to toss a calling card onto the character's body after you kill them to register as complete.I've killed Northy in the silver shroud quest and must search the body. There is a marker on a pile of rubble, but I don't see any way to get under. To complete the look, he asks the player character to find the Silver Shroud costume at the TV production studio in the Hubris Comics building. Go to the Memory Den and speak to Kent Connolly and agree to find the Silver Shroud Costume. A Persuasion check can be passed to get some caps upfront. Use VATS to take him out. Be sure to leave calling cards on both of their corpses. Then do just this, save Kent.
