The easiest way to start the Silver Shroud quest is to go to Goodneighbor then head to the Memory Den, walk in, turn left, turn right, first red door on the right! Once inside you will need to speak to Kent Connolly, he will guide you to the quest. The quest starts at Hubris Comics! I believe you can start the quest.

IIRC the easiest way to do the quest is just to sneak into the house immediately to your left as you enter, steal the computer password from the end table left of the door, then go to the house at the end of the settlement, where you see the jail cells, and use the password on the computer.

Kelloggs house is locked and the mayor has the key. You can pickpocket the key off of him. Now this all depends on if the key spawns in his inventory at the start of the quest or after you reach the house. This way you may be able to skip the step.

You have to let him make the outfit into armor before you can remove it from your inventory.

After you kill Northy, or more accurately, he seems to kill himself, you're supposed to check the body for clues. With the Silver Shroud missions you have to toss a calling card onto the character's body after you kill them to register as complete.I've killed Northy in the silver shroud quest and must search the body. There is a marker on a pile of rubble, but I don't see any way to get under. "Search body for clues" may not check off after searching Northy's body leaving the player character with a quest blip over his body. After I killed Northy I checked his body for clues and listened to the tape. The first part of the quest requires tracking down clues to find a hidden VaultTec bunker. Here's where to find the Fallout 4 Speak of the Devil password and complete the mission so you can pick up your own set of X02 power armor. Almost finished the silver shroud quest but I still get the search body for clues message. The first mission will be to kill Wayne Delancy, a murderer who you can find in one of the alleys within Goodneighbor.
