Hey found the solution on the Steam forum. Enable the option Dialogue Camera'' under Options- Display. Worked for me. Finally I can make some progress.

Make sure you equip silver shroud hat and coat and equip the silver machine gun. Turn on silver shroud radio and leave it on for the quest duration. Then walk to ally between hotel and memory den to find a crouching man kill him and it should work. I had the same problem.

As a reward for the help, Kent will offer to improve the Silver Shroud Armor. The upgraded armor will have an additional 15 damage resistance with the same 15% special armor effect, making the visit worthwhile.

The words "fk," "sht," and "ashole" are heard in dialogue. A lot of swear words used except extremely vulgar ones. Once in a very long while you may just hear an F word. Otherwise, the language is not bad or frequent.

It is considered a quest item and cannot be dropped from the inventory until brought to Kent during the side quest where it is then replaced with the armor version.

After you kill Northy, or more accurately, he seems to kill himself, you're supposed to check the body for clues. With the Silver Shroud missions you have to toss a calling card onto the character's body after you kill them to register as complete.After I killed Northy I checked his body for clues and listened to the tape. Use VATS to take him out. Be sure to leave calling cards on both of their corpses. To quickly locate information about the vehicle, use the Index in the back of the manual. I've killed Northy in the silver shroud quest and must search the body. There is a marker on a pile of rubble, but I don't see any way to get under. For all children, and for all who love and inspire them— a world of possible awaits in the pages of a book. Filtered due to preferences.
