Make sure you equip silver shroud hat and coat and equip the silver machine gun. Turn on silver shroud radio and leave it on for the quest duration. Then walk to ally between hotel and memory den to find a crouching man kill him and it should work. I had the same problem.
If it's the Silver Shroud quest that is asking you to speak to Hancock , you need to make sure you have the Silver Shroud costume and hat on when you talk to him or you will only get the general dialogue .
Wear the Silver Shroud costume when you confront the Mechanist in the Automatron DLC and when you go to Dry Rock Gulch in the Nuka-World DLC. You'll not regret it.

It is considered a quest item and cannot be dropped from the inventory until brought to Kent during the side quest where it is then replaced with the armor version.

To complete the look, he asks the player character to find the Silver Shroud costume at the TV production studio in the Hubris Comics building. With the Silver Shroud missions you have to toss a calling card onto the character's body after you kill them to register as complete.Use VATS to take him out.
