Who can bring a case to the Court? The Convention makes a distinction between two types of application: individual applications lodged by any person, group of individuals, company or NGO having a complaint about a violation of their rights, and inter-State applications brought by one State against another.

The admissibility checklist is designed to allow potential applicants to check whether, on the face of it, they satisfy the main admissibility criteria for lodging an application with the Court. However, the checklist is intended purely for guidance and has no legal force.

The application form is available on the Court's Internet site. Download it and fill in every part of the form, without exception, and send it to the Court, together with copies of all the relevant documents – not the originals, as they will not be returned to you at the end of the proceedings.

The Court has also given rulings on various social issues such as abortion, assisted suicide, body searches, domestic slavery, adoption by homosexuals, wearing religious symbols at school, the recognition of transsexuals, the protection of journalists' sources and even environmental issues.

The application form may be downloaded from the Court's website at .echre.int/applicants. A file will be opened and correspondence and documents stored by the Court only where a complete application form with supporting documents has been received.

Where it concludes that a member State has breached one or more of these rights and guarantees, the Court delivers a judgment finding a violation. Judgments are binding: the countries concerned are under an obligation to comply with them.
