The International Court of Justice (ICJ) is the principal judicial organ of the United Nations (UN). It was established in June 1945 by the Charter of the United Nations and began work in April 1946. The seat of the Court is at the Peace Palace in The Hague (Netherlands).

The admissibility checklist is designed to allow potential applicants to check whether, on the face of it, they satisfy the main admissibility criteria for lodging an application with the Court. However, the checklist is intended purely for guidance and has no legal force.

The Court is based in Strasbourg, in the Human Rights Building designed by the British architect Lord Richard Rogers in 1994 – a building whose image is known worldwide.

Who can bring a case to the Court? The Convention makes a distinction between two types of application: individual applications lodged by any person, group of individuals, company or NGO having a complaint about a violation of their rights, and inter-State applications brought by one State against another.

Where it concludes that a member State has breached one or more of these rights and guarantees, the Court delivers a judgment finding a violation. Judgments are binding: the countries concerned are under an obligation to comply with them.

2.1. 2 The Inter-American Court of Human Rights (IACtHR) The IACtHR was created in 1969 as a supervisory organ of the American Convention of Human Rights (American Convention). The court started operating in 1979, after the convention entered into force.
