APS is a social service program authorized by law in every state to receive and investigate reports of elder or vulnerable adult maltreatment and to intervene to protect the victims to the extent possible.
Investigation. An APS investigation occurs after a report has been made about suspected abuse or neglect and a social worker is assigned. The investigation focuses on assessing the client's well-being; living environment; support system; and their strengths. The allegations are examined and level of risk is assessed.
Adult Protective Services can only remove a person from an unsafe home on a voluntary basis. If the person is mentally competent and understands the risk of remaining in the unsafe home, Adult Protective Services has no jurisdiction.
Elder abuse is perpetrated by a trusted individual and can be financial, physical, emotional/psychological, sexual, and caregiver neglect. To support those impacted by elder abuse, NYC Aging partners with community-based Elder Justice programs in each borough who provide services and support.
