Many newer printers require color ink to also print black documents, and if there is no color ink they will not print black. Generally, the printer will mark the tanks as "Empty" so they cannot be reused.Filling it with liquid that is NOT ink is a bad idea. There is no generic law that documents need to be signed in a particular color. Try this: Go to Print and a window should pop up. IMPORTANT: To mark your ballot, use only a black or blue ink pen.
