If a non-union actor does a SAG-AFTRA low budget film, are they eligible to join the union? It depends on the contract. The Micro-Budget Project Agreement will not count toward a non-union actor's eligibility.

You should contact the film department of any school that you want to participate in student films. I know that NYU has a pool of actors that their students draw from when casting films. The only way to get into that pool is to submit your headshot/resume to the film department (if I recall correctly).

SAG Short Project Agreements cover films that have total budgets less than $50,000 and a maximum running time of 40 minutes. (Note: This does not apply to episodic or animated projects.) Unlike other SAG day rates, actor salaries under the SAG Short Project Agreement are completely negotiable.

Yes, it's just a matter of who gets covered by a SAG-AFTRA contract. Under the Student Film and Ultra Low Budget Agreements, only the professional performers in the cast are covered (that includes SAG-AFTRA members, but also professional actors who have not yet joined the union).

A performer becomes eligible for membership under one of the following conditions: proof of SAG-AFTRA, SAG or AFTRA covered employment as a principal performer or recording artist; proof of three days of SAG-AFTRA, SAG or AFTRA employment as a background actor; or employment under an affiliated performers' union.

Work by SAG-AFTRA members is permitted in the following circumstances: Independent productions. Work covered by unaffected SAG-AFTRA contracts. Certain voiceover work. Work covered by the Equity UK CBA.

They are films made for educational purposes. However, it is the making of the film itself, rather than the content of the film, that usually provides the educational value. The student who produces the film, rather than the viewer, receives the education.
