Yes, it's just a matter of who gets covered by a SAG-AFTRA contract. Under the Student Film and Ultra Low Budget Agreements, only the professional performers in the cast are covered (that includes SAG-AFTRA members, but also professional actors who have not yet joined the union).

The Basic Agreement (BA) covers projects shot on film made under an agreement with the Association of Motion Picture and Television Producers (AMPTP). This contract applies to Directors, Assistant Directors and Unit Production Managers working in film and television.

Union actors have protections that nonmembers don't. SAG won't allow its members to perform in a student film unless the student or school has filed the proper paperwork. A SAG actor working on a student project needs to make sure the filmmaker understands basic union regulations and has the right contract on hand.

Work by SAG-AFTRA members is permitted in the following circumstances: Independent productions. Work covered by unaffected SAG-AFTRA contracts. Certain voiceover work. Work covered by the Equity UK CBA.

Most actor contracts are between two and three pages long. The typical term for an actor contract is a certain a number of months after the film or play premieres, although some go on indefinitely. Term lengths can vary greatly! The typical term for an agent or manager contract for actors is about 12 to 18 months.

The Short Project Agreement is designed for projects with a maximum budget of $50,000 and a maximum total run time of 40 minutes. We recommend you submit your project at least 4 -6 weeks before the start of principal photography, rehearsals or traveling performers.

You should contact the film department of any school that you want to participate in student films. I know that NYU has a pool of actors that their students draw from when casting films. The only way to get into that pool is to submit your headshot/resume to the film department (if I recall correctly).

If a non-union actor does a SAG-AFTRA low budget film, are they eligible to join the union? It depends on the contract. The Micro-Budget Project Agreement will not count toward a non-union actor's eligibility.
