Yes, it's just a matter of who gets covered by a SAG-AFTRA contract. Under the Student Film and Ultra Low Budget Agreements, only the professional performers in the cast are covered (that includes SAG-AFTRA members, but also professional actors who have not yet joined the union).

They are films made for educational purposes. However, it is the making of the film itself, rather than the content of the film, that usually provides the educational value. The student who produces the film, rather than the viewer, receives the education.

Work by SAG-AFTRA members is permitted in the following circumstances: Independent productions. Work covered by unaffected SAG-AFTRA contracts. Certain voiceover work. Work covered by the Equity UK CBA.

SAG Short Project Agreements cover films that have total budgets less than $50,000 and a maximum running time of 40 minutes. (Note: This does not apply to episodic or animated projects.) Unlike other SAG day rates, actor salaries under the SAG Short Project Agreement are completely negotiable.

The Basic Agreement (BA) covers projects shot on film made under an agreement with the Association of Motion Picture and Television Producers (AMPTP). This contract applies to Directors, Assistant Directors and Unit Production Managers working in film and television.

Union actors have protections that nonmembers don't. SAG won't allow its members to perform in a student film unless the student or school has filed the proper paperwork. A SAG actor working on a student project needs to make sure the filmmaker understands basic union regulations and has the right contract on hand.

Can nonunion actors work SAG jobs? Yes—but if you do, you have to join SAG eventually. To be eligible, actors need to first work a union job. After a performer works either one day in a principal or speaking role, or three days in a background role, under a SAG contract, they become SAG-eligible and can join the union.

Anyone engaged in commercial (profit and sale) photography on state property – whether still, motion picture, or digital, for print, TV, theatres, or the Internet – is required to obtain a film permit from the CFC. Student filmmakers are also required to get a permit.
