All family child care homes in Pennsylvania are required to earn a Certificate of Compliance as a certified, also called licensed, child care provider.Electronic signatures are acceptable when completing and signing the Keystone STARS CQI Award Eligibility and Acceptance Letter. (a) This chapter applies to facilities in which out-of-home care is provided, at any one time, for part of a 24-hour day to seven or more.
