California's Davis-Stirling Act requires associations give notice of board meetings, including an agenda of the meeting. Associations must keep minutes of board and membership meetings and some committee meetings.It includes both incorporated and unincorporated associations. I have observed two different HOA boards conduct their meetings in totally different ways when it comes to member concerns. Are minutes taken at an informal Board meeting? Would the previous meeting's minutes be approved at an informal Board meeting? Every meeting is an Executive session once per month where decisions are made and members are not allowed. One best practice for governance teams during public comment is to set a specific time limit for each speaker and for each agenda item. Individuals may participate in open forum virtually for the Regular Board meetings and Work Sessions. At the end of the day, we must remember that school board meetings are meetings to complete the LEA's business in public.
