Robert's Rules (Section -16) state that “the minutes should contain mainly a record of what was done at the meeting, not what was said by the members.” Minutes are not transcripts of meetings; rather, the document contains a record of actions taken by the body, organized by the meeting's order of business (agenda).

By default, a quorum is still measured as four (4) members. EX 2 A general law creates a seven (7) member public body and states that a quorum of that body shall be a majority of the members serving on the body.

If no quorum is present, the meeting can still be conducted however, the business will need to be held over until later when a quorum is present. Without a quorum, no business can be conducted.
The Secretarial Standard-1 (SS-1) on meeting of the board of directors also spells out that quorum for a board meeting must be 1/3rd of the total number of directors or 2 directors whichever is the higher number. Also, Clause 3.1 of SS-1 states that the quorum should be present throughout the meeting.
The quorum may also be set by law. Robert's Rules of Order Newly Revised states that the quorum set in an organization's bylaws "should approximate the largest number that can be depended on to attend any meeting except in very bad weather or other extremely unfavorable conditions."
Organizations often require two-thirds of the members to be present to establish a quorum. The organization's bylaws state a percentage needed to reach a quorum or the number of voting members. The percentage can be anything the voting members decide on as long as it is a majority of the members.
