Rent-controlled cities set caps on how much rent can be raised, also known as annual allowable increases. Current allowable increases by city in Alameda and Contra Costa Counties (updated 7/2023): Oakland CPI = 2.5% (effective 8/01/2022 - 7/30/2024) Alameda AGA = 2.9% (effective 9/1/2023-8/31/2024)

AB 1482: Limits annual rent increases to no more than 5% + local CPI or 10% whichever is lower. As of August 2023, the maximum allowable annual rent increase in the Los Angeles Area is restricted to 8.8% (5% + CPI of 3.8%).

The city has long limited rent increases to 60% of CPI, and starting in 2022, Oakland passed an ordinance capping rent increases at 3% if the CPI increase exceeds that rate. Landlords can't raise rent more than once a year, and they need to inform tenants in writing 30 days prior to any increase going into effect.

Pursuant to Alameda Municipal Code Section 6-58.60(B), the Annual General Adjustment for September 1, 2024, through August 31, 2025, is 2.7%. The Annual General Adjustment is a cap on the allowed amount of annual rent increase.

After the tenant moves out, a landlord has 21 days to return the security. If a landlord does not return the full deposit, the landlord must provide an “accounting” showing how the deposit was spent. The accounting must show what repairs were made and the costs of those repairs.
