Employee contributions (UC withholding) is 0.06 percent (60 cents per $1,000 gross wages). This applies to all employees, including employees of reimbursable employers, and is not subject to appeal. There is no cap on the gross wages upon which employee withholding is calculated.
If you received unemployment compensation during the year, you should receive Form 1099-G from the Office of Unemployment Compensation. These forms indicate the total amount of benefits received and the amount of federal taxes withheld.
For each payroll period, an employer must calculate the tax to be withheld from an employee's compensation by multiplying such compensation subject to withholding by the current per- centage rate, 3.07%, which can be found by visiting the department's Online Customer Service Center at .revenue.pa.
Most employees are subject to withholding tax. Your employer is the one responsible for sending it to the IRS. In order to be exempt from tax withholding, you must have owed no federal income tax in the prior tax year and you must not expect to owe any federal income tax this tax year.
You may choose to have federal income tax withheld from your UC or PUA benefit payments at the rate of 10 percent. The amount of withholding is calculated using the payment amount, after being adjusted for earnings (in any). Access your UC dashboard to change your federal withholding status or access your UC 1099-G.
Registering for Withholding Tax and Unemployment: Visit the Pennsylvania myPATH website and scroll down to the “Registration” section. Click on "Pennsylvania Online Business Tax Registration." Once logged in, select "Business Tax Registration," read through the information on the page, and then click "Next" to proceed.
To start, change, or stop direct deposit, you will need to access your UC dashboard. Alternatively, you may download and print form UC-310 Authorization For Direct Deposit of UC Benefits. Be sure to carefully follow all instructions on the printed form, including the instructions for returning the form for processing.
Register for Employer Withholding online by visiting mypath.pa. Registering online allows business owners to withhold employer taxes with the Pennsylvania Department of Revenue and open Unemployment Compensation accounts administered by the Pennsylvania Department of Labor & Industry.
