§103. (a) Every meeting of a public body shall be open to the general public, except that an executive session of such body may be called and business transacted thereat in ance with section one hundred five of this article.

PREPARING A PUBLIC NOTICE The Open Meetings Law requires that notice of the time and place of all meetings of a public body be given prior to every meeting. The notice must include reference to the date, time and location of the meeting.

Definition. A meeting refers to a gathering with a specific agenda and not just mere gathering of people casually talking to each other. Meetings may occur face-to-face or virtually, as mediated by communications technology, such as a telephone conference call, a skyped conference call or a videoconference.

Confidentiality: Private meetings provide a higher level of confidentiality, allowing participants to freely express their opinions without fear of public scrutiny. Flexibility: Private meetings offer more flexibility in terms of the format, agenda, and rules, as they are not bound by public regulations.

Open meeting laws, also called sunshine laws, require that, with notable exceptions, most meetings of federal and state government agencies and regulatory bodies be open to the public, along with their decisions and records.

It may refer to an entity, agency, or activity.

Public meetings are any assemblies or gathering, (such as conferences, informational sessions, seminars, workshops, or other activities) which the responsible agency intends to be open to anyone wishing to attend.

Public meetings are familiar, established ways for people to come together to express their opinions, hear a public speaker or proposed plan, engage in shared learning about a topic, or work together to develop solutions. Public meetings do not have to follow any specific script or agenda.

Special meetings are typically called for matters of some urgency—topics that can't wait until an annual or other regularly scheduled meeting. For instance, a special meeting might be called if the LLC received an offer to merge with another company or if members disagreed on the interpretation of a key policy.
