IEP meeting is held and the IEP is written. The IEP team gathers to talk about the child's needs and write the student's IEP. Parents and the student (when appropriate) are part of the team. If the child's placement is decided by a different group, the parents must be part of that group as well.

The IEP process starts with a referral initiated from either the school district or the parent.

The IEP is developed by a team of individuals that includes key school staff and the child's parents. The team meets, reviews the assessment information available about the child, and designs an educational program to address the child's educational needs that result from his or her disability.

The LEA representative has an important role in the provision of FAPE as this is the person on an IEP team who has the authority to commit agency resources and must be able to ensure that special education services described in the IEP will be provided as written.
