Open meetings are often scheduled to take place either immediately before or after an executive session meeting. Because members do not have the right to attend executive session, the term “open session” is commonly used to refer to which aspect of the board meeting is open to attendance by the membership.
The law states that a meeting is any gathering, whether in person or through the use of electronic communication, of at least three members of a public body or a quorum if it is less than three members whether or not a vote is taken. Notable exemptions to this definition include: the gathering of public employees.
