The Texas Open Meetings Act (OMA), Chapter 551 of the Texas Government Code, requires governmental bodies, including school boards, to provide advance written notice to the public of all its meetings. A member of a governing body commits a crime if he or she participates in a closed meeting if they know that a certified agenda or tape recording of the closed meeting is not being made. This is a Class C misdemeanor punishable by a fine up to $500.

The Open Meetings Act (Government Code, Chapter 551) provides that meetings of governmental bodies must be open to the public (except for expressly authorized executive sessions).
