Section 703, 65 Pa. C.S.A. Section 707 identifies the three (3) exceptions to the requirement of open meetings, which are: executive session, conference and certain working sessions. Executive sessions tend to be the most common exception to open meetings.

The Pennsylvania Sunshine Act, 65 Pa. C.S. §§ 701-716, requires agencies to deliberate and take official action on agency business in an open and public meeting. It requires that meetings have prior notice, and that the public can attend, participate, and comment before an agency takes that official action.

Board Meetings shall be convened upon written notices sent to all Directors fourteen days prior to the date of the meeting, specifying the date and place of the meeting and attaching the meeting agenda and related materials.

What to do if an Agency Violates the PA Sunshine Act. You can object during the meeting if you think there is a violation. You can also file a complaint with the Commonwealth Court for state agencies.

The Commonwealth Court shall have original jurisdiction of actions involving State agencies and the courts of common pleas shall have original jurisdiction of actions involving other agencies to render declaratory judgments or to enforce this chapter by injunction or other remedy deemed appropriate by the court.

Any vacancy occurring on the commission shall be filled within 30 days in the manner in which that position was originally filled.On average, annual meetings are given 30 days' notice before the meeting. There's a 30day review period when a new regulation is proposed. Anyone can request a public hearing on the regulation during that time. If your application is refused or referred, you have 30 days to appeal the decision to the Zoning Board. The board does some procedural items at the start of the meeting (like going through applications that have been continued). If possible, the Board meeting will be recorded and made publicly available within thirty (30) days. The January Board Meetings will be held at South Elementary School. Residents in eligible areas can purchase parking permits that exempt them from meter and time limit restrictions on posted blocks.
