ERISA is a broad federal law that established a set of standards for health, welfare, longterm disability, pension, and other kinds of insurance plans. But because of federal preemption of Arizona's bad faith laws, ERISA hurts employees with respect to health and welfare insurance claims.The Affordable Care. Federal ERISA plans generally do not have to comply with state laws. ERISA rules preempt or block state laws that relate to ERISA plans. Wrap plans are used to comply with ERISA's plan document and SPD requirements. State-specific law will generally not apply to self-funded, ERISA-covered Plans, which are discussed in later chapters.
