A treaty is an international agreement concluded in written form between two or more States (or international organisations) and is governed by international law. A treaty gives rise to international legal rights and obligations.
The Convention on the Rights of the Child (CRC) was adopted by the UN General Assembly in 1990 . It is the first international treaty to provide a comprehensive set of standards the promotion of the rights of and protections for children. As of 2016, 196 countries are party to the treaty.
The treaty-making process is made up of five broad stages: negotiation, signature, ratification, implementation and coming into force.
