The International Agreement on Breeding, Racing and Wagering is a voluntary agreement designed for the guidance of recognised Racing and Breeding authorities. The legislation was also intended to prevent and curb unlawful bookmaking and illegal wagering on horse races and ensure that off-track betting (OTB) activities.OTBs are required to pay out nearly 13 cents of every dollar wagered to the racing industry, the State and participating local governments. The International Federation of Horseracing Authorities (IFHA) brings together some 60 horseracing authorities ('jockey clubs') from 55 countries.
