Although climate change action needs to be massively increased to achieve the goals of the Paris Agreement, the years since its entry into force have already sparked low-carbon solutions and new markets. More and more countries, regions, cities and companies are establishing carbon neutrality targets.
The CCA covers facilities that emit 25,000 metric tons of carbon dioxide equivalent or more per calendar year. Some examples of the covered entities in the CCA include: electric generators or deliverers of imported electricity, fossil fuel suppliers, landfills, and railroad companies.
Today, 195 Parties (194 States plus the European Union) have joined the Paris Agreement. The Agreement includes commitments from all countries to reduce their emissions and work together to adapt to the impacts of climate change, and calls on countries to strengthen their commitments over time.
Thanks to the 2022 climate legislation, funds to reduce greenhouse gas emissions from industrial agriculture have been put to use to reduce emissions and sequester carbon in the soil, allowing the United States Department of Agriculture (USDA) to advance climate-smart farming and forestry.
Initiative 2117 would have prohibited any state agencies from implementing a cap and trade or cap and tax program. The initiative would have repealed the 2021 Washington Climate Commitment Act (CCA), a state law that provided for a cap and invest program designed to reduce greenhouse gas (GHG) emissions by 95% by 2050.
The Climate Commitment Act was signed into law in May 2021, through Chapter 316, Laws of 2021 (Senate Bill 5126). It is one of a suite of laws intended to drive down greenhouse gas emissions in Washington to 45% below 1990 levels by 2030, 70% by 2040, and 95% by 2050.

The GHG reduction goals driving this legislation require the state to decrease emissions to 95% below 1990 emissions levels by 2050, with multiple milestones along the way. The 2021 State Energy Strategy provides a blueprint for how Washington State can nearly eliminate the use of fossil fuels by 2050.
