Getting Your Working Papers If you are in school, go to your guidance office and ask for a Working Papers Application. If you are not in school, go to the nearest school district as they are required to give you the application. During school vacation periods, these offices stay open part-time to issue working papers.

In general, when an individual resides in California, they are subject to California's comprehensive and protective labor laws regardless of where their employer is located. California laws also apply to those who are legal residents of other states but are working in California.

Typically, after an employer agrees to hire a minor, the minor obtains from his or her school a Department of Education form entitled "Statement of Intent to Employ Minor and Request for Work Permit". The form must be completed by the minor and the employer and signed by the minor's parent or guardian and the employer.

Work permits are typically issued by the school where the student is enrolled. Minors entering the state from other locales will have to contact the school district local to where they will be staying in California to see if that district will issue them a work permit, even though they are not enrolled there.

Work permits indicate the duties and location where the work will be done as well as the number of hours a minor may work. In most cases it is a two-step process, the minor along with the parent/guardian and employer fill out the B1-1 form and submit to the school local to the minor's address.
