§ 2-341. (a) Without leave of court. A party may file an amendment to a pleading without leave of court by the date set forth in a scheduling order or, if there is no scheduling order, no later than 30 days before a scheduled trial date.

The Federal Rules of Civil Procedure state that no certificate of service is required when a paper is served by filing it with the court's electronic-filing (ECF) system.

PROOF OF SERVICE. The clerk shall not accept for filing any pleading or other paper requiring service, other than an original pleading, unless it is accompanied by an admission or waiver of service or a signed certificate showing the date and manner of making service.

The proof of service must be signed by the process server under penalty of perjury, affirming the accuracy and truthfulness of the statements therein. And the affidavit is signed by the process server in front of a notary who puts them under oath that their statements therein are accurate and truthful.

The purpose of a proof of service is to list the parties and attorneys who were served and list the method of service -- by Notice of Electronic Filing, by mail, by overnight mail, or by email.
