There is currently no explicit option for retired people to enjoy an extended stay in the Cook Islands. Those persons of retirement age can already stay as visitor visa and permit holders. They could arrive in the Cook Islands and stay for 90 or 31 days (as a New Zealander or non- New Zealander respectively).
A visa allows an applicant travel and entry into the Cook Islands. The permit allows you to stay in the Cook Islands and fulfill a purpose (such as to visit, work, study or reside).
Applicants are required to show they have sufficient funds and comprehensive health insurance for the duration of their stay. The permit strictly prohibits engaging in work or study and varies in maximum length: up to 12 months for New Zealanders and 8 months for other nationals.
You should use this form if you are applying for a Retiree visa or permit: To be granted an Retiree Visa and Permit you must; Have sufficient funds for the duration of your stay and adequate medical cover. This visa and permit does not allow employment or the carrying on of business in the Cook Islands.
The pathways to obtaining Cook Islands citizenship or residency typically include criteria related to family connections, employment, or other non-investment factors. Applicants wishing to gain Permanent Residency in the Cook Islands must have lived in the Cook Islands continuously.

Ing to INTAFF, the regulated minimum wage in the Cook Islands as of 1 July 2023, is at NZD9/hour. In Niue, there is no regulated minimum wage, but the prevailing minimum wage is at NZD7/hr.
There is a one-year retiree visa and permit. All New Zealand passport holders are granted a 90 day stay on arrival, and all other passport holders including Australian's are granted a 31 day stay on arrival.
