In addition to this requirement, certified copies of birth certificates must also include the following information to be considered acceptable primary evidence of U.S. citizenship: Full name of the applicant. Both parents names on the birth certificate. Date of birth.
When applying for a certificate you must present an unexpired government-issued photo identification at time of application. If you are requesting that the certificate be mailed to you, you must provide a form of government-issued photo identification that also provides proof of address.
Proof of U.S. Citizenship - Certified Birth Certificate (must have the full names of both parents) from the state where you were born, (Birth Notification, Birth Registration or Hospital Certificates are not acceptable) or a previous U.S. Passport or your Naturalization Certificate.

It's part of the I-9 form to prove you are allowed to work in the U.S. It doesn't have to be a birth certificate. I just learned that you can only use Long Form Birth Certificates (Parent's names and info and hospital info) for passport applications.
