Probably because you just opened a brand new account. Zelle is used in a lot of scams and fraud, so the bank is probably trying to limit risk by requiring your account to be open in good standing for some period of time before letting you use this feature.
It could be your cell number is associated with another Zelle account. Another issue could be your mailing address, such as not matching what's on file with the credit bureaus. Also, PO Boxes can be problematic. Using any type of VPN may cause issues.
You cannot use the Zelle app if the bank institution offers Zelle. The Zelle app is only for debit cards that are associated with banks that do not offer Zelle.
