They have not yet provided the title.See below of guidance if the seller has NO paperwork. The form states "PROOF OF OWNERSHIP •. As correctly stated in the other answers, you don't need a registration, but you do need titled proof of ownership. Generally, you are required to be a resident of the state to register your vehicle in the state. The car is a 1981, so it's not exempt from titling. Is there a way to title and register a vehicle in MA with what I currently have?
